Diversity Supplier Development Program

Developed by Purchasing Services in collaboration with Drexel University Procurement Services and the Pennsylvania Minority Business Enterprise Center (MBEC) at The Enterprise Center, this diversity supplier development initiative is designed to maximize business opportunities for qualified Philadelphia based, regional and national diversity suppliers interested in developing mutually beneficial business relationships with participating purchasing organizations. In addition to Penn and Drexel, this program is available to all members of the Philadelphia Area Collegiate Cooperative (PACC).

PA MBEC is the supplier development facilitator for this University Purchasing Initiative based on predefined processes, business requirements, and expectations. PA MBEC engages interested diversity suppliers on behalf of the participating purchasing organizations to evaluate supplier capabilities and capacity. PA MBEC conducts formal supplier capability and capacity assessments, assist the participating purchasing organizations in the engagement of suppliers that successful completed the assessment program, and assist those suppliers that may need additional professional services. PA MBEC will also assist each purchasing organization with supplier tracking and performance management activities.

Supplier Certification Requirements

Since the University is a prime contractor receiving federal funds, we require that businesses claiming diversity business status be certified by the Small Business Administration (SBA). The SBA requires contractors receiving federal contracts to report expenditures made with diversity and women owned businesses that were self certified. The SBA also requires diversity business spend for reporting purposes to be certified by the SBA.

Validation of a supplier's diversity status is required to become an approved supplier to the University of Pennsylvania. Purchasing Services will accept certification from one of our approved certification agencies for inclusion in the BEN Buys Purchasing System supplier database. Becoming an approved supplier to Penn in no way implies or guarantees that any business will be conducted between the University of Pennsylvania and the approved supplier. In order to become a "Preferred", "Preferred Contract"or a "Strategic Preferred Contract" supplier, the supplier must successfully self register in the Small Business Administration (SBA) Central Contractor Registration (CCR) website.
