Preapproved and Limited Use of a Purchasing Card for Bulk Purchase of Septa Tokens

Effective Friday, August 1, 2008, Purchasing Card
cardholders may obtain a process exception from
Mark West, the University's Purchasing
Card Administrator, in order to use the MasterCard Purchasing Card for bulk
purchase of Septa tokens.
Upon receipt of a process exception from the Purchasing Card Administrator,
the designated purchasing card cardholder must adhere to the procedure and audit
requirement below.
- The Purchasing Card cardholder must identify the legitimate business
need and justification prior to using their purchasing card for bulk
purchases of Septa tokens. It is the responsibility of the Purchasing Card
cardholder to ensure that the Septa tokens purchased with their purchasing
card are for a legitimate business need and that the tokens are not resold
by the department to an internal or external group or individual.
Cardholders with prior written approval to use their purchasing card for
bulk purchase of Septa tokens will be subject to quarterly transaction
audits to ensure that appropriate supporting documentation is available
to support the purchase transactions
A reminder to Purchasing Card cardholders, use of a Purchasing Card
is a privilege granted by the Institution, and as such, will be revoked and
disciplinary action taken in the event of abuse, inappropriate or fraudulent
use, or failure to perform required program administrative duties.
